Procurement Process

In February 2024, the Village of Miami Shores issued a public request for proposals (RFP) to find a qualified firm to develop the community's first comprehensive parks and recreation master plan. The Village adhered to all procurement policies, administering a competitive bidding process that ensured fairness and transparency. Proposals were carefully scored and ranked, followed by interviews with the top three firms.

FRMWRK planning + design Inc. emerged as the top-ranked firm throughout this rigorous selection process. Their combination of local and national expertise in parks and recreation systems planning, along with their proven track record in helping communities identify alternative funding strategies for master plan implementation, made them the ideal partner for this important project. FRMWRK not only presented the most competitive proposal but also demonstrated a deep understanding of Miami Shores' goals and objectives, ultimately earning the Village's trust to lead this transformative initiative.

Meet FRMWRK

FRMWRK is a place-centric landscape architecture and planning firm based in greater Indianapolis, specializing in public-realm planning and design. Founded by Ryan Cambridge and Mark Beer, FRMWRK combines over 25 years of experience, working with public and private sector clients across the U.S. to create high-performing, enduring public spaces.

FRMWRK’s expertise lies in leveraging parks as community development tools to address public concerns like economic development, public safety, health, and climate resiliency, in addition to meeting the recreation needs of their users. By focusing on funding and implementation strategies early in the process, Ryan and Mark have helped local Florida municpalities secure over $300 million in voter-approved bond funds for park projects, ensuring that plans transition from vision to reality.

  • Angela Dorney

    MSV PARKS AND RECREATION - DIRECTOR

    Angela Dorney is the Parks and Recreation Director for Miami Shores Village and has been with the department for over 30 years. Passionate about parks and her community, Angie has dedicated her career to enhancing the quality of life for Miami Shores residents. Her decades of service have made a lasting impact on countless individuals, reflecting her deep commitment to the village she loves.

  • Ryan P. Cambridge, PLA

    FRMWRK - PRINCIPAL-IN-CHARGE

    Ryan is a distinguished graduate of Purdue University and a practicing Professional Landscape Architect with a passion for parks and public spaces. With over 15 years of experience, Ryan has dedicated his career to helping public and private clients harness the potential of parks, natural areas, and other public places to benefit their communities.

    A former South Florida resident, Ryan has led the development of more than 15 parks-specific system plans for municipal and county governments across the United States, representing nearly $1 billion in future public realm investments. His extensive experience in Florida includes successful projects in Miami-Dade, Broward, and Palm Beach counties. Notably, Ryan played a critical role in securing over $300 million in voter-approved bond funding for Florida municipalities, including the successful $150 million Doral Parks Bond in 2018.

  • Mark P. Beer, PLA

    FRMWRK - PRINCIPAL LANDSCAPE ARCHITECT

    Mark is a Partner and Principal at FRMWRK, with over a decade of collaborative history with Ryan. Their partnership has made significant impacts nationwide, including the development of the City of Doral Park System Master Plan, the master planning of Doral Central Park, and the ambitious $150 million 2018 Doral Parks Bond project.

    Throughout his career, Mark has been a champion of collaboration and co-creation in the design process. His work spans diverse sectors, including parks, public spaces, higher education, institutional, and private development. Mark has facilitated and contributed to the creation of iconic spaces at venues such as the Indianapolis Motor Speedway and the Eskenazi Museum of Art. His passion for design is evident in his commitment to creating equitable, accessible, diverse, and beautiful places for people.

  • Jason Jensen, AIA

    WJ ARCHITECTS - PRINCIPAL

    Jason Jensen, AIA, LEED AP, joined WJ Architects after gaining experience in New York City. Returning to St. Petersburg, he aimed to innovate architecture across Florida.

    Jason has worked on diverse projects, earning numerous awards and international recognition. His approach emphasizes respecting the space, connecting the building to its site, and creating purposeful, memorable designs. As a leader in Florida recreation design, Jason has spoken at FRPA conferences and lectured for the Urban Land Institute and Green Building Council.

    For this project, Jason will manage WJ Architect's scope of work and lead the design for the recreation/community center.

  • Maurizio Bravo

    WJ ARCHITECTS - PROJECT MANAGER

    Maurizio is a project manager at WJ Architects with a rich background in designing community-centric spaces. He has been instrumental in shaping Miami Beach's architectural landscape, including his current work on the acclaimed 72nd Street Community Complex, which integrates recreational and communal spaces.

    Maurizio's expertise lies in balancing functionality, sustainability, and aesthetics in master planning. His collaborative approach ensures each project aligns with the community's vision. For this project, Maurizio will oversee WJ Architect's technical scope and serve as the day-to-day point of contact.

  • Austin Hochstetler

    ZEC EIGHT INSIGHTS - PRINCIPAL

    Austin Hochstetler has worked on over 50 parks and recreation system master plans nationwide, either as Principal of Zec Eight Insights or during his time with PROS Consulting Inc. Specializing in data analytics and information synthesis, Austin focuses on operations and maintenance planning, recreation program planning, and park system governance. His expertise brings an operational perspective to the planning team.

    For this project, Austin will lead recreation trends analysis, program plan development, levels of service analysis, community benchmarking, operations planning, and financial analysis. He will also support public engagement efforts for the FRMWRK team.

  • Jenn Schmidt, GISB

    HERRERA - GIS SPECIALIST

    Jenn is a GIS Specialist at Herrera with 20 years of experience supporting park planning and environmental decision-making through mapping and modeling geospatial trends. She designs analyses to maximize planning efficiency, incorporating environmental, recreation, public health, climate change, and equity datasets into easy-to-use heat maps.

    Jenn excels at synthesizing technical spatial data into accessible visuals, including maps, tables, and interactive tools, making complex information understandable for diverse audiences. She is also skilled in advanced statistics and demographic analysis to support equitable park planning.

  • Ryan Murray

    ETC INSTITUTE - SURVEY SPECIALIST

    Ryan Murray, Assistant Director of Community Research at ETC Institute - the nation's leading expert in parks and recreation public opinion surveying - has over 15 years of experience in survey administration, development, and research analysis. He has led projects on topics like parks and recreation, community planning, transportation, and business development. In his role, Mr. Murray manages survey research, report writing, benchmarking, and statistical analysis. Recently, he has served as Project Manager for over 250 clients.

    For this project, Mr. Murray will lead the statistically-valid public opinion survey and assist in community benchmarking.
